When I've seen inquiry instruction work, ironically, is when a student "discovers" explicit instruction tutorials. For example, a student who may be inquiring into climate change may end up watching a couple of youtube videos on climate change which may be explicitly taught! Thus, inquiry works when explicitly taught!
I really enjoyed listening to this conversation! Having a clear understanding of both models helps me, as a teacher, intentionally decide when it is best to use direct instruction versus inquiry learning.
